Public Utility District No. 1 of Skagit
County began using the services of QRS in 1999. Since then, the District
has solved the ongoing problem of having enough personnel to inspect multiple
water projects. We use qualified QRS personnel to represent the District on
major pipe, tank, and pump projects when the District cannot keep up the pace.
Otherwise we would have to hire additional FTE's, contract with available
consultants, or compromise inspection coverage.
The Montana Power Company has used the
inspection services of Quality Resource & Services Inc. (QRS) on numerous
occasions over the past several years. Complimenting Montana Power's own
full time transmission line construction inspection forces, QRS has provided
competent, experienced motivated and personable field employees to meet our
often times "short notice" project inspection
requirements. 
During
the years with QRS, they
have provided from two to three construction inspectors and other
personnel. These personnel have performed a variety of engineering support
functions. In addition the support from their home office has been
excellent. I highly recommend QRS to
organizations requiring services of a similar nature to those of
IPCO.
In my capacity as
Supervisor of Contract Construction for the Washington Water Power Co. I
have worked with QRS and Staff for better than four
years. QRS has supplied us with good
people and excellent service at a competitive price. I have no problem
recommending their company based on the service we have
received.
QRS exceeded our expectations for
both drafting visual appeal and drawing organization. We have also been
very pleased with their responsiveness to requests. Inland Power &
Light has been very pleased with the services QRS provides and gladly recommends
their services to
others. QRS (Quality Resource and
Services, Inc.) has performed work assignments for MPC (The Montana Power
Company). The quality and quantity of the work performed by QRS has met or

Colville's. A different inspector was supplied
each year, but in both cases the person supplied was very knowledgeable in the
